. >>> congressman paul ryan talked about his plan for balancing the budget. ryan said a balanced budget would make a difference, far beyond just crunching numbers. >> but the crucial question isn't how we balance the budget, it's why. the budget is a means to an end. we are not balancing the budget as an accounting exercise. we're not trying to simply make numbers add up. we're trying to improve people's lives. >> ryan's proposal includes a repeal of the obama health care plan and makes dramatic changes to medicare through those changes -- though those changes wouldn't affect current enrollees. >>> at cpac this weekend, rand paul won with 25% of the vote. senator marco rubio was a strong second at 23%. rick santorum was next and then governor chris christie. and ryan is in sixth place. senator paul benefited from his 13-hour filibuster. his dad won the straw pal in 2010 and 2011. >>> sarah palin she still knows how to fire up the conservative faithful at cpac. she urged conservatives to reach out to their friends and neighbors even those who disagree with them. she also rattled o

paul ryan talked about the federal budget. and donald trump had a word or two about immigration. >> when it comes to immigration, you know that the 11 million illegals even if given the right to vote, you know, you're going to have to do what's right, but the fact is 11 million people will be voting democratic. >> historically we've paid a little less than one-fifth of our income in taxes to the federal government each year. but the federal government has spent a lot more. so our budget matches spending with income. >> again, mitt romney is to speak this hour. his first since losing the presidential race. we'll go there live as he starts talking. but first let's bring in our brianna keilar who is at the conference in maryland. so, brianna, this is romney's first speech. highly anticipated. >> reporter: highly anticipated his first major speech, fredricka, since his loss in november. we saw him give an interview recently to fox news channel. but as you can imagine it's very different i think sitting down one-on-one with someone versus being here in an auditorium of so many people

you heard some of that yesterday from representative paul ryan, the chairman of the house budget committee as he was rolling out his own budget that seeks to balance the budget over the next decade by doing away with a locality of health care reform, by streamlining the federal tax code. but president obama in an interview with abc news, says when it comes to the timeline, it's not what he has in mind. >> my goal is not to chase a balanced budget just for the sake of balance. my goal is how do we grow the economy, put people back to work, and if we do that, we're going to be bringing in more revenue. if we've controlled spending and we've got a smart entitlement package, potentially what have you is balanced, but not balanced on the backs of, you know, the poor, the elderly, students who need student loans, family who's have disabled kids. that's not the right way to balance a budget. >> so the president is sitting down meeting with republicans, hoping he can work through some of these thorny fiscal issues, hoping there can be compromise, but there is the big sticking point, how

presidential candidate paul ryan introduced his plan yesterday. senate democrats unveil their plan later today. in the middle with his own specific ideas, president obama. he's expressing hope that a deal can be reached, but with this caveat. >> but ultimately it may be that the differences are just too wide. if their position is, we can't do any revenue or we can only do revenue if we gut medicare or gut social security or gut medicaid, if that's the position, then we're probably going to not be able to get a deal. >> in what's being called a charm offensive, the president is making another trip to capitol hill this afternoon. this time he will be meeting with house republicans. joined now by wolf blitzer to help us sort this whole thing out. you know, is it fair to call what the president is doing a charm offensive? is charm the right word? is he really making any progress here, wolf? >> if you invite somebody out to dinner, you know, that could be a charm offensive as he did last week. he invited them over for lunch. going up to the hill is pretty important as well. he's going t

2013 including big names like marco rubio, paul ryan, jeb bush, rand paul. one or all four of those men could end up fighting it out for the republican presidential nomination in 2016. but this cpac better known as the conservative political action conference sometimes is described as part rally, part political revival, part family reunion. thank you for giving us that qualification. one thing they do is they have a vote. a straw poll of the big names in the republican party to see who is potentially up there in the big names for 2016. sarah palin, on it. won it way back in the day. jeb bush, not on it. jeb bush not on the list. one of the biggest names talked about. why. >> he would be formidable if he were to seek the republican national convention. he's promoting his new book on immigration. we are told from sources that he asked that his name not be on the straw poll. that was his basic decision though he's a major speaker there. we'll see who wins the straw poll. it doesn't necessarily mean that whoever wins will get that republican presidential nomination. former congressman r

biggest c-pack irony, two men considered to be the future of the party, senator marco rubio and paul ryan will speak just 11 minutes. the question, is c-pac giving the wrong people the biggest platform? pete? >> yes, i bet you anything my friend will cain will totally agree with me. on much of this, the idea that this organization and other conservative commentators i thought are more out for themselves, making money for themselves than the conservative movement this is antithetical of what the conservative movement needs to move. why not bring strom thurmond back from the dead? donald trump and sarah palin are done. put the fork in them. the future is marco rubio and the day groups and they are not inviting them. >> they haven't this year. will. >> that depends on c-pac wants to be if they want to guide future direction of republican party, the answer quite obviously no. donald trump has a bigger role than chris christie is absurd. but if you want to sell tickets, you have probably done are right things. and some who realize those two things aren't necessarily mutually exclusive. an
